The program of work between USC’s Earth Sciences and Resources Institute (ESRI-USC) and the NRCS of South Carolina began in 1998 to develop and implement GIS-based Conservation Decision Support Systems (DSS) to promote the sound planning of conservation systems. The research and development at ESRI-USC is conducted against the backdrop of the USDA’s Service Center Modernization Effort (SCMI) which has since 1996 been used to streamline the delivery of USDA services through integrating business systems and reflecting these changes in the procurement and development of information technology systems.
